  This is a two part (separable) municipal ordinance; 1^st part of the ordinance provides a pre-foreclosure mandatory mediation program for owner-occupied properties; 2^nd part is an ordinance that requires foreclosing lenders to maintain properties and provide a refundable $10K cash bond to cover costs.
